Lost luggage is an airlines issue, not airport. Contact the carrier, usually best to do so on line, have your flight number, ticket / locator number and bag tag # that you were issued. All true. None of the airport security groups trust each other. When I flew back from Switzerland, I had to pass through airpirt security four times (once in Switzerland, twice in Germany, and once in Philadelphia). The Duty-free thing is a catch-22 between import laws and TSA policy, and all the DutyFree shops know about it. The only way Duty-Free works is if your final airport is the first one you get to in the US. So it works if you are only flying to CLT, not if you are flying to CLT and then PHX.

They discontinued using carts in the CLT airport a few years ago. They were for handicapped and special needs folks anyway. Now they use only wheelchairs to help those people. If you are close to making your flight sometimes you can ask the flight attendant if you can move your seat on the flight to the front. Probably a lot of people on the flight have a connection. If you are flying in there should be a magazine in your seat pocket with a picture of the CLT terminal. Anyway E-5 to D-13 is maybe 5 minutes. That said, airports will ground air travel if warranted usually due to weather. Since it's hard to determine from your question what day you posted this, I'm going to guess that CLT may have grounded air traffic to arrivals and departures due to winter storm Grayson. Individuals who were at the airport would be allowed to remain. Those who were not would still be allowed to arrive at the airport and clear TSA. However anyone who chose to leave past the TSS check point would have to re-clear TSA before returning to their gate for their departure.

This is a very vague question. Thursday what day, what month, what year? Doesn't matter if all flights are on schedule or not. The only flight that matters is the flight you are on.
