The official TSA rule is that it's not permitted at all, regardless of if it's legal in the state you're coming from or flying to or even if it's medical. That being said it is somewhat of a gray area and there's a chance that you could get it through, the risk is up to you.

Federally marijuana is illegal. TSA is governed on a federal level. According to TSA's website it is not allowed in either carryon or checked luggage. On a state level North Carolina does not recognize marijuana for legal use medically or recreationally. While it is legal in California for the purposes you use it for. You are traveling in a manner that does not recognize its legality to a state that does not recognize its legality. As other posters have said you would be taking the chance even thoigh you legally have the rights in California.

Since air travel is regulated under the Federal Aviation Administration, their federal laws consider it illegal regardless of whether or not its medically prescribed or not . That being said, TSA does not specifically search for that but they are mandated to refer any findings to the local law enforcement but its not flying if its found.
