If it is on the same flight, you should not have to. If you are not sure ask at the counter in Germany.

No I wouldn't think so as long as the airline retains control of your bag you should be fine.

I would check with your airline. Every time I've returned to the usa, I've had to exit security and go back in.

No, I really don't think so. They should take care of that for you. I highly doubt that you'd have to exit the airport to go to baggage claim and then go inside again. By best advice is to ask your airline in Germany once you check in and once you get here, they'll give you the steps.
