There are no bars on the actual Highline. (The Highline is a park built over an elevated railroad) There is a restaurant called Terroir on the Highline that sells beer and wine but they are closed for the season.
The park runs over 2 miles and there are many bars below the highline. It all depends where on the highline you are.

Ultimately, the rule is necessary because of the limited space in the park, the large number of visitors, and—most importantly—the health of the High Line’s landscape. The park’s planking system was designed to direct rainwater runoff towards the planting beds. This means that dog urine, which is highly acidic, would end up in the soil and damage the plants. Its city parking and there's a lot of construction and one ways down there. You're better off taking mass transit. 4/5/6/A/C/E to 14th St and then walking to Gansevoort. Or walking over to 34th and 11th from 34th st stop on those same lines.

There are elevators at the Gansevoort Street, 14th Street, 16th Street, 23rd Street, and 30th Street entrances. Unfortunately, the 16th Street elevator has been out of service for quite some time. There has been no notice of when it will be repaired. All other elevators have been in fine working order.
