Tickets are free, but yes they are required. But the attraction isn't too busy so easy to get tickets
Because of the pandemic they are limiting the number of people on The high line at any one time. Go to their website and make a reservation. It is extremely easy to do and free. I understand they also take walk-ins but you may have to wait.
