Exactly right. Lovely landscaping along the full length, with benches to sit and enjoy views of NY. It was originally a railway line that sat abandoned. Now a beautiful green space in the midst of the traffic and chaos below.

This park is on a bridge so, to answer your question, it's both. There are stairs in several places along rhe park but you may need to walk a couple of blocks to find the stairs closest to you. There is a set of stairs across the street from Chelsea Market for starters.

Its on a long railway track, that has been abounded for 30 year something, and now fixed like a wouderfull park Walk. Its one of my best tips from NY. You also find Chelsea market by the high line, dont miss that. Super place!
