There's lots of scaffolding along the walk and itll be difficult getting a good shot due to all the tourists!
Yes it could be. I would recommend upper part of the "trails" and plan an early photoshoot as Marcus said it's full of tourist all year round. If it is a professional photoshoot I would suggest to get a permit and license to close a section for a couple of hours.
