There are no bars on the actual Highline. (The Highline is a park built over an elevated railroad) There is a restaurant called Terroir on the Highline that sells beer and wine but they are closed for the season. The park runs over 2 miles and there are many bars below the highline. It all depends where on the highline you are. Have fun its a great walking park.

Even though I don't drink alcohol there's a lot of good restaurants at the very start of the high line on the street level. One that sells a very good barley soup
