There are multiple points where people can get down. Considering end to end it took us 45 minutes with some halts for photos and in general watching the sunset. It is beatuiful view. Plus multiple point exits are great to get down at certain places to eat in case you get hungry in between like the Artichoke or the Chelsea market.
30 min if one does not stop much and if there are not too many people.
It can be as short or as long as you want. You decide the pace. Walk as fast as you'd like or stroll, stop and relax - your timetable. Enjoy one of gems of NYC.
We only walked about half of it because we wanted to get to a specific spot for photo opportunities. I would say we walked about 30 Min then took an Uber to the start of the High Line to get out photos of the Vessel.
