I am not sure, but I saw a sign showing lift access. Here is from their internet : Accessibility + We work hard to keep the High Line open, accessible, and enjoyable for all. The park is wheelchair accessible via elevators at Gansevoort Street, 14th Street, 16th Street, 23rd Street, and 30th Street, as well as via a street-level, wheelchair accessible ramp at 34th Street.

Yes there are lifts that take you up into the walk way.
