Yes you can use a stroller but it does get tricky..
Yes, allowed, not easiest to maneuver around on a busy day with high traffic. There are elevators at certain entrances.

There were strollers on it when we walked it. However, access is via stairs. I don't remember any elevators.
Not sure if they are technically allowed or not, but it can be crowded enough and is a narrow walkway in spots so that one may not fit easily.
