Yes. The US will not give him problems but Mexico requires a dual citizenship if they know he lives in TJ. Crossing the border is like playing the lottery, you never know what the lines will be like. Sundays are typically bad (2-4 hour wait time), since a lot of people are coming back from the weekend. I'm sure if you cross early in the morning, it won't be too bad. The Sentri lanes is the fastest, but it you're not a member of Global Entry you can't use it. The Ready lane is supposed to be fast, but you have to have a RFID card to use it. Lately, it's just as bad as the normal lanes though. Sometimes, the Ready lane is faster than Sentri. Like I said it's like playing the lottery.
