Hello I have my mom visiting from NJ and I Need to go to Tijuana and wanted to take her with me but she did not bring her passport only her NJ Driver License. She is US citizen so I am. Can she show her DL when returning from Tijuana?

If you are driving back they will likely send you to secondary inspection to validate her American drivers license. If you are walking across they may or may not detain you to validate it.

Yes she can. She may get sent to secondary inspection but other than that, she shouldn't have any problem to get across.
