I have a veheicle that i just paid the registration fees to the DMV, but it won’t pass the inspection because it needs the catalytic converter. I need to take it across (cheaper) am I going to have problems crossing to Mex?

There is no law against giving your vehicle repaired in Mexico. However, if the Mexican border guard asks you why you're going into the country just tell them you're going for dinner.
