They may be required to have renewed their passports before travel. Some airlines require it to avoid issues of the passport expires while traveling. Check with the airline to find out. Either way, it would be a good idea.

What I think you are asking is do you require international certification for the sale for California tax purposes? The SF embassy is not the best place to try to contact since they don't reply to phone or email promptly and only grants in person appointments weeks or months in advance. I suggest you try either a Philipines government source in the Phillipines (directly) or the California department of state for their documentation requirements.

The San Franciso Phillipines CG is very difficult to reach via phone or email. If you can find the info on the website I would go with that. Appointments are only being granted for months ahead, so don't bother trying for before Jan 6. The CG opens at 10am weekdays, but nobody answers the phone. For anything definative, you may have to reach out directly to a government source in the Phillipines via email. Hope this helps.

If you are within driving distance to your Consulate then I would drop off the documents ...just the guard you need to drop off documents. He or she will call the Visa desk. You have to use UPS for overnight package shipment. As far as paying for the Visa, I put a 100 dollar bill inside my passport. You can get a money order or whatever else your Consulate will accept as payment.
