To get an SPA have it notarized and UPS does that then either mail it or drop it off at Secretary of State in Sacramento with Apostille form to be filled out and attached w payment and prepaid mailing envelope.

You can have your SPA document notarized, then send the notarized document to be apostilled (verification of signature of notary) to the State of CA (if that is where you live). I have not had any problem with my apostilled documents in PI yet.

You need to make an online appointment to be able to enter the Philippine Consulate in San Francisco. Head over to their site pcgsanfrancisco.org every Monday 5:30pm to try and get an open appointment slot (This is the current and only time appointments will be available. They used to be 9:00am. They go fast and you have a limited time to enter your information to keep your appointment slot). All the paperwork needed will be stated - IDs, etc. Just prepare photocopy of current ID of every signatory on your SPA. Bring exact cash. However the most important thing is have every signatory present.
