Hi Juliet, Walk-in transactions are permitted, subject to capacity limitations. For the convenience and safety of the public, the Consulate recommends setting an appointment for passport renewal at passport.gov.ph. Appointment links open every Monday at 5:30 p.m. (Pacific Time) Please check the Consulate’s website https://pcgsanfrancisco.org for detailed information.

They do, but they only take them after their lunch break(1:30pm) and you have to wait in a slow moving line
