I would say between April to before end of November. If you don't mind summer temperature, then June or August is good too although this would be the peak time where most visitors (hundreds) come, due to school summer vacaton time, which makes the parking quite challenging, unless you come using an uber or a lyft.
if you drive come as early as 8.45 a.m. and leave before five p.m. Why don't you try it in the middle of April.
You may spend the whole day (from early morning on 15th April) at the Fairmount Park where the Subaru Cherry Blossom Festival is held (once a year only) then go to the Zoo a day before, or the day after.
My own best time to take my kids and go to the zoo is always Monday; not on Saturday and neither on Sunday, and of course you know why.

I just get my hand stamped before leaving to get the cooler then just show your stamped hand and you can go right back in. If you like crowds or the beauty of colorful landscapes spring time is best for you, in winter you'll be a little disappointed, the zoo itself is still beautiful. It's always hit or miss with the animals in outdoor enclosures but the indoor exhibits are often good all year round. Guess it really depends on your own tolerance or enjoyment of walking a bit in cold weather.

Because zoos and other businesses have to make money to stay open. The more money they make, the more rhinos and polar bears they can save. The rides are not necessary, therefor don't ride them if they're not worth the price. My family didn't and they seemed to enjoy the zoo just fine. Everything costs a lot these days. You're in a large city. Things don't cost as much outside the city.

You have to file a WL-348 at your local office, then once that is approved you file a T-350 with your state wildlife office. The state topically schedules a in home examination to ensure you have the proper facilities to care for your new pet. (Definitely want to make sure you have a large litter box and scratching post available. I use an old turtle sandbox and Toyota Tercel.)
Once you get those approvals you're all set! Just bring your crate and bolt cutters and pickup your new tiger! 🐅

It's a different experience, but it depends on when you go. I took my family to Philly Zoo about a week ago and a lot of the animals were "gone". Alot of animals aren't out when it's under 60 degrees... so it looked more like a petting zoo. Granted the were some big animals out, like lions and hippos and bears, or still felt empty compared to when we went last August. The most crowded area was the kid section. Kid could pet sheep in one section or pet bugs in another. (Something Cape May doesn't have, or at least didn't 2 years ago when I was last there) Philly also has more places to eat than Cape May.
I guess the bottom line is this... If you want to see animals but you're on a budget, go to Cape May. If you don't mind spending money and want souvenirs and food and want to touch sheep or insects, go to Philly.

The balloon was temporarily removed for repairs but this morning it was inflated so it should be ready to fly soon. It does not fly when wind or other weather conditions would make it unsafe for riders. A clear day with no wind would be best if you'd like to try to ride.

One of the suggestions would be that you apply for the Family Deluxe membership that you pay annually.
You can also just pay the regular tickets at the counter before you enter the zoo, and tell the cashier you want to apply the amount you spent for those tockets for the "Family Feluxe" membership, at a later date.
It's really a good deal.
By being a member you can use your Philadelphia Zoo Membership to get a discount at another zoo nationwide.

If you can get a spot in the Tiger Lot, I think that's the best. They still redirect you to the main gate for entry, which is a walk just like all the other lots, but when you are ready to leave, there is a door directly from the zoo to the side of the lot. Perfect for a quick excape with a kid having a melt down. Otherwise, the Garage has plenty of spots and is a reasonable walk to the entrance. Plus most spots are under cover - good for those blazing hot summer days.
