If you have not already received it, call the passport office @ Nyayo house. They may not have received the application and based on my experience, you could be waiting till a certain very warm and toasty place freezes over for an answer from you local embassy or consulate. If you still have relatives in Kenya, they may help you follow up over there. Remind them to wear comfortable shoes as they will queue up.
What is the reason for the delay, and why does it say something different online?
It probably will take about that long of time.
