No you can drop off at any location you choose as long as its Hertz some location may charge extra but that depends. I've return at other location different from where I picked up and didn't get charged anything extra.

Need to work with them directly due to time of return being after hours for most locations that are not the airport, and the one way charge. Depending how far you drive, it could be .22 cents per mile fee.
Call them I think there is a added fee for dropping off away from the Philadelphia airport

There other Hertz locations besides airport. There may be one way charge cus you are not returning from where you picked up. Check the website for other locations
