Can anyone ever reach the counter clerk by phone at this location? The phone menu just goes to 800 numbers, unless you know a direct extension. I've been on hold at 800 number to connect to counter, only to be circled back to the same menu 6 times.

I typically find it quicker to walk through the short term parking lot. Hertz is across from D Terminal. You want to also consider the drive back service. Inquire at your airport location.

Terminal A is the farthest from Hertz so the bus has to stop at all other terminals and contend with whatever traffic is present. A is also a very wide terminal so walk time would be impacted by your speed and which end of A you come in. Sadly Hertz buses at PHL are also a bit random. You may see three Avis shuttles timed out and then have two big Hertz buses at the same time. Be safe. Allow 20 min, 30 if you are cutting something close. Going from Hertz back to A is a faster trip depending on when the bus actually leaves Hertz.

It is easier to walk if you can but no more than 10 minutes

It is faster to just walk. It can take almost 15 minutes depending on stops and What terminal you are picked up from.
