With the government shut down, i would sugest having your car returned 3 and a half hours early because you will need to be there 3 hours early to get to your departure terminal..and yes Avis LAX gets busy and they try to make it as quick as possible. But at times it gets challenging.
Car return is quick and easy. Sometimes the airport is very busy. I would give at least an hour to return the car and shuttle to your terminal.
