Have you ever been here or seen the dunes? These are the tallest dunes in America. Some of them are so steep that I imagine it would be unsafe for ATVs, even more so for anyone hiking it. Not to mention the fact that motor vehicles cause erosion and environmental hazards. This place is pristine and NEEDS to be preserved, if you want dunes for 4 wheelers, go to California.
The wind patterns in Oregon are vastly different than at the Great Sand Dunes, thus track recovery would take much longer. Stay in Oregon.
I'm big into 4 Wheeling as well, but it's a national park and just not the place for it. They do allow some jeeping on a two track trail along the perimeter, but not on the dunes.
All you with your, it'll erode the dunes it'll be this or do that are fools. In Oregon we have dunes and the wind in an hour can cover over the deepest tracks. Just admit you dont like them so therefore you dont want them there. In Oregon they block off the sensitive parts.
Because they are keeping it a safe family place to visit, hike and play. There are plenty of other place in Colorado to ride atvs.
