Yes all guests are allowed but I am off the opinion that they would expect you to purchase a drink also
Yes we brought our neice and nephew up for a view.
There are a couple of hours during the day when families can up to the rooftop to enjoy the views.. otherwise must be 21.

Yes you can get to roof as a. guest. Nice spot!
The bar is open to people o/21. However, the hotel organises a visit at 10.30 every morning, for guests to go up there and see the view. Just go to Reception.
