They do have HLE's (Hertz Local Edition) which are the non-airport locations. One is in Long Beach, a 2nd is in San Pedro. You will have to tell rental office at LAX that you are doing a 1 way rental and dropping to another location. One thing to consider, HLE's have different hours of operation.
