Can we just visit without buying a dog or cat, i just want to play with them ❤️ ?

I have gone in many times just to visit.

I'm sure you could ask the lobby about volunteering to do that.

I am not sure I just find them and drop them off so they can get medical attention and a good home. But where you drop them is a different place from where you adopt them so you might be able to go in and look at the cats and dogs.
