Go to ur locale police station. Take copy of bill and any pics w u Tell them u want to make a report. Call it homeowner's insurnce. If u know their insurance call theirs also. Go to front street shelter and tell them u want to make a report about a vicious dog attack. Go to court house and tell security u want to file a small claims court case . Take a note pad. It s online alone also. The people who own the dog do not need to show up in court. Ask a friend to serve the papers on them. If they rent, sue landlord. Lots of work for u but quite do a ble. It will be worth ur while to get ur money back!!!
