What's going on with the dogs? Is there no one home to feed them? If not I would at least make sure they have food and water.....not sure if you can just take them to a shelter, but if they are being abused you can call animal control
Trick or Treat, If you call 911 and report that there are two dogs that could cause an accident that are running onto the road or possibly running on the road, they will come and assist, usually pretty quickly. You just have to explain the urgency to the 911 operator for the safety of people and animal, that they are going to cause an accident and hurt themselves or someone else badly or both
