If you are on any sort of Public Assistance such as food stamps, medical Etc you can go to Front Street and have all of the vaccinations, rabies shots and microchips at no charge.
I got my last dog there. What a wonderful and healthy dog. They let me take my other dog for intros. They picked each other and it was 1e years of wonderfulness. I have been to I think all the shelters on sac co, Sutter co, San joquin; none are even close to the services of FRONT st.
Call 211 for assistance and also check out the SPCA or Front Street websites there are several programs offering assistance with Vet bills, shots, microchipping, spay/neutering etc.
