I made it just in time for sunset so I was there around 7pm-7:30 and you have plenty of room to walk around.
It won't be busy. Besides, it's an expansive area so you'll have plenty of room to explore. I went on Saturday and it wasn't as busy as I thought. Be careful tho because the parking lot is closed. You'll need to park on the street.
Depending on the time you want to go. You got enough space all over the cliffs
