While it is possible, it is technically illegal as you would still be inside both the Lindbergh Field & North Island NAS exclusion zones. So the Feds could arrest you. However, by staying lower than 400' you also would be lower than the ridge line of Pt. Loma and I doubt anyone would come after you. You do know that just East of Sea World there is City approved model plane and helicopter field? You would be entirely legal there.
