Yes, construction going on there, i was there a few weeks ago and people were still hiking up and down all over there.
It was awesome. I walked down the closed steps an walk the beach. Then clilb back up some rope trail like type. Very cool. Parking is good. Oh this was 3/18.

Honestly I was there about 2 weeks ago and you were even through Construction my best bet is to call the city or call the local police department and ask somebody would be able to tell you better than I can good luck
