The Friendship Circle and Bi- National Garden was closed when we visited but you’re still able to walk around the US side of the park. While visiting, we saw someone climb over the border and get arrested by Border Control. We spoke to a border control agent and he said it happens multiple times a day and to be cautious when we’re hiking in that area.

Pretty surreal experience as an American on the American side. You have to drive down some unkept roads through pretty barren land to get here. There are 2 big fences - one which actually runs along the international border and another one offset which prevents you from going up to the first fence. You can see people on the Mexican side going right up to the fence to peer through and talk with friends/family on the other side. You can also see people going about daily life on the other side, chilling on the beach or walking on nearby roads. There were a few Border Patrol vehicles and agents in the area, despite the imposing scene you actually feel pretty safe. A pretty clear and tangible divide between two different nations and ways of life.
NORCAL OFFROAD
We’re traveling for a few days and decided to stop by here to see how this border separation really is like. Definitely an interesting experience, lots of people even locals hanging out and taking pictures. Police are nearby and eventually as the sun was setting they started telling people to go back up the walkways, not sure if it’s due to covid or because it’s close to the border. We even got our Ids checked because they thought we might have drugs or something but it was fine. Overall definitely recommended plenty of places to eat and grab coffee.

Yes. There’s not really a way to "close" it, since it's on the side of a road. The last time I was there was last week with my spouse, and we watched a police truck chase off anyone on the beach who came within about 15 yards of the fencing down by the water. But the part that is above the beach is fine. There was a (pretty awful) mariachi band playing, which made a festive atmosphere on a Saturday afternoon.

Don't listen to the slob who answered you, even if you are from Mexico or the United States, it is impossible to cross the border, you can only cross border posts. For the wey who answered: they can't shoot you like that, why if it is to which side you cross illegally, they will only arrest you and deport you to the country you belong to.
The nearest is imperial beach but nowhere near the border the us gov wont let you is forbidden.
