Parking is free still. Fishing is only aloud in certain areas where people wont be swimming. It's a state park so no restrictions regarding where you live. Definitely restrictions on sizes of fish you will need to look into that.

Unfortunately not anymore. There used to be a secret little pathway you could park and cross the street into the beach, but that was waayyy back in the day.. I think it's a good idea to have an area open at night for that kind of stuff tho, maybe suggest it to them?!
