Yes, anybody, and there is a bus but id you're driving there is a parking fee per car. I'm not sure if it's $8 or $10. And only one field allows music. (Field 5 did the last time I looked). Be respectful, don't leave trash and have a mask with you to go into the restrooms.
Yes, Robert Moses is a state park, therefore open to the public! They do close the parking lot when it's about 50% capacity so get there early especially on the weekends
