Yes. There is a $10 per car fee to enter the parking lot. Get there early since they are only allowing 50% capacity. Bring a mask

Yes- Robert Moses is a State park- open to all residents. $10 per car or you can get an Empire Pass at the NY State website, which for a once a year fee gets you into aall State Parks, anywhere in the state! We've used ours in the Adirondacks, the Finger Lakes and Long Island. It's someplace around $60 I think, (not sure the exact amount this year) but if you enjoy NYS parks it pays for itself!
