Maybe. They don't promise that you can get it the same day, it depends on their work load but... I got two (my kids) BC's in a little over an hour. I drove there, it's easy to get to, and easy to park, I walked in and there was no line, filled out their forms and they told me to come back in an hour. I came back and had to wait for a couple people in line ahead of me but the documents were ready when I got to the window...total time was less than an hour and a half. Then I was back in the car on the way home.

I drove up to Harrisburg from Maryland and filled submitted my application in person with payment. I returned a few days later to pick it up. My birth certificate was not ready upon my return. After listening to the staff member complain about being overworked and retired she reluctantly prined out my birth certificate after about a 15 minute wait. I and a woman who flew in from Texas were the only ones in waiting area and there were multiple employees behind the counter. Before you try to call or email them, thy Do NOT answer phone calls or their email from web sit. IT IS QUITE EVIDENT THAT CUSTOMER SERVICE IS NOT THEIR PRIORITY!

I would try to order it online from the county where you were divorced and then request that he be able to pick it up from the court for you. Divorce decrees are specific to the COUNTY where you were divorced.

If this is a normal Pennsylvania birth certificate, the back is to request corrections. You'll need to fill it out and have the correct people sign it in front of a notary, and send it in with evidence to support the correction. You'd then receive a corrected certificate once it's been accepted and processed.

At this time like many government offices such as "The Social Security Office", it is closed at this time with very limited employees to answer any questions that you may have. My best advise is to call and contact them as well as all Local, State, as well as Federal Offices to be sure that they are indeed open and in operation at this time prior to just going. I think you actually have to be in person because of identity theft. All you have to get money order for 20 and you can get certificate same day. Call about process for ordering on line.

If SC is like PA, I only needed a state issued ID with my current address. They only take personal check or money order. You have to know your parents names as they appeared on the original and your SSN.
