You can go to the website or go in person to Harrisburg if the birth was in Pennsylvania. It costs 20$ check, money order or credit card with your name on it. Fill out a form they have in the lobby. They usually have it ready within an hour or two. They are open from 8 am to 4 pm.
If you order online it may take longer to be ready for pickup
