Contact the DMV. You will need the title (signed over to you). You will also need proof of residency in SC to tag the car in SC, but you do not need to have an in-state license. However, your car insurance company will typically NOT insure you if you are an out-of-state driver with an in-state vehicle. SC does not allow transfer of tags like some states do. The tags don't go with the driver/owner, they are associated with the car. If you sell your tagged car and buy a new one, you cannot use the old tags on the new car. You have to go to the DMV and apply for new tags for the newly purchased car.

You cannot simply do a "get one handed over" license in SC unless you are currently licensed in another state and that out-of-state license is valid and not suspended/revoked. If it was reinstated and is currently valid and not expired, you should have no issues exchanging it at the DMV. You do need proof of residency, proof of identity, and so on, but you do not have to take any tests other than the vision test.

In SC, your license can be suspended for any number of things. Such as not having car insurance, not paying fines (DMV or court issued fines), having too many points against your license, etc. To find out, call the DMV or go to their office and ask.

Just take your id in.. It shows in the system that you have one. Thats what I did when I wanted to get a second placard for our other car. I was told that I couldn't have 2 placards but can have one license tag and 1 placard. They looked my license and verified online that I am disabled, I was able to get my tag right then.
