You cannot simply do a "get one handed over" license in SC unless you are currently licensed in another state and that out-of-state license is valid and not suspended/revoked. If it was reinstated and is currently valid and not expired, you should have no issues exchanging it at the DMV. You do need proof of residency, proof of identity, and so on, but you do not have to take any tests other than the vision test.
From what i was told they dont care what happened in another state. They will give u a sc license if u give them a driving abstract saying u had a drivers license before. They will just hand you one over. Im from ny im waiting on my driving abstract now
You will need to transfer your license to SC if you are going to reside here, try going online to dmvsc.gov. you should be able to get further information and set up an appointment. Good luck and welcome to SC.
