Start with the person or business that you purchased it from. If they have it, get it signed over to you. Additionally you can go to the dmv with the bill of sale and a title application to get one. The forms and instructions are on the website scdmvonline.com
I would try the tax and assessment building across the street from the D. M. V. I'm sure they will help you out even if that's not their department. I'm sure they will lead you in the right direction 👍
