do u have to hike or is there any overlook area?

As mentioned, you can view the Vista of New York, Pennsylvania and New Jersey. If you enjoy camping, there are numerous sites at High Point Forest and Stokes Forest.

You can take your car all the way up and walk a bit to get to the monument. Alternatively if you want to hike, you can park to our car at the bottom parking lot and take the trail up.

You can do both. There are trails. But also a parking lot at the lighthouse.
