I have a back neighbor who has 4 dogs inside and one chained outside in the cold. Last year he was outside in the snow. Last night he was outside and I hear his cry's now. What can be done? I report, report, report.. what's next??.

Just because a dog can adapt a certain weather doesn't mean he needs to be chained up outside. Isn't that illegal now? Also in Texas you're only allowed to have up to 4 dogs so I would make a police report and complain about the barking

There's an app call nextdoor where you can communicate with your neighbors. You might try getting other people to submit a 311 report too. If you can, get a picture of the chained up dog and post this on nextdoor and ask for help from your neighbors. There's strength in numbers. Good luck and thank you for caring.

That's all one can do dogs can stand cold they were born to take different weather's but if they cry maybe one could talk to there neighbors about it.
