It's like a gym membership. $60/ month gets you access 24/7, and use of the tools. There are how-to classes for everything, for free or a small fee. Look at the website dallasmakerspace.org.
No you have to be a member we don't have individual spaces to rent. That being said you are welcome to use your own tools
Not as paid / long-term rental spaces. You can somewhat reserve specific rooms / classrooms for a couple hours for classes or work. There is also a lot of open floor area in the warehouses where you can use your own tools without reserving space. (I'm just a regular member*)
