That's actually wrong. I have dual citizenship through my father and i have an Italian and American passport. You must first establish your dual citizenship which might require an attorney. It also depends when you were born. I believe if after 1992 you can't do it any more? Something changed in 1992 but I'm not sure. Go to the NIAF website. National Italian American foundation website has a section about dual citizenship.

No. You can only get an Italian passport if you are a citizen of Italy.
