Yes, you can. But the process can be quite long 3-6 months. It will be faster if you give power of attorney to someone back in Macedonia( firstly, that document has to be notirized in one of the consulates; keep in mind that it can be done via mail to save you a trip if you live far) so they could get your Birth Certifucate much quicker in Macedonia and send it to you.
No. The embassy is in Washington DC. There are additional 3 consulates in Chicago, Detroit and New Jersey. The one in Chicago serves the state of California.
