I went with my 90 year old mother to get her new passport in early July. Because of the pandemic the appointment and the part of application that I did for my mother was done online. I made some mistakes because I had to fill out the forms in the unfamiliar Thai language and my mother was worrying. A gentleman who accepted the forms assured my mother that he would take care of everything. The whole process was very fast thought a lot works were needed to be done for getting a new passport. My mother said the gentleman was very nice and helpful when it was done. He also located the form that we needed for using in Thailand and we were unable to find it for weeks. My mother received her new passport in about four weeks only, much earlier than expected. This is my second direct experience with the Thai consulate in Chicago. About twenty five years ago I walked in to the consulate to apply for a visa when it was still in the East Wacker Drive building. I was impressed by the friendly service then. Now it is in a different time in a different location with a different group of staff for my elderly mother, but the longstanding tradition of excellence in the consular services is staying the same with the Thai Consulate in Chicago.

You are correct that the Thai Pass and Medical Insurance are no longer required as of 1 July. As far as the extended stay, most people enter on the 30 day tourism visa (No application required for US Passport holders) and apply for 30 day extensions. I believe the max extension is up to 90 days. Other than that, I'd log onto their web site and click the English Tab or call the Thai Consulate directly.
I'm not sure. So many things have changed with the COVID restrictions you should contact the Royal Thai Consulate for all the new travel restrictions.

You can get it right when you get there you don't need one before... however if you are going to stay in Thailand for more than 30 days you need to go outside the country for example Cambodia or Laos and then come back in you can only stay 30 days in a row... otherwise you can get a longer Visa here in the states.. doesn't cost you anything for the Visa if you just go there but if you get it here it will cost you money
When you fly into Thailand you get a "Visa on arrival" that is good for 30 days. You don't have to do anything special or pay anything more, just fill out the paperwork and go to the Visa on arrival line in before going through immigration (I recommend looking up the paperwork beforehand so you know what type of information you'll need). Are you planning on returning to Thailand after the 29 days?

Are you an American citizen or a foreign national? Because that will determine what you'll have to do, if American you can report the passport lost/stolen and there is a form you fill out for a new one, you'll have to retake pics and pay of course but you should be able to go to your local post office as most also provide passport services. If you are a foreign national I believe you will have to contact your local embassy and they will tell you the process from there.

Check you visa requirements for Thailand. Many countries' citizens can stay for 39 days without a visa. If you do need a visa you should be able to get one here. I would call first, because the requirements and form could be slightly different then the ones used by U.S. citizens
buy the ticket first, then go to the embassy from 9 to 12 pm or send the documents by mail with your passport. ps: don't forget to add credit for the return of your passport!!

The consulate is pretty good. They may turn that around the same day for you if it is their error.
