I am a green card holder residing in St. Cloud MN with a Filipino passport. I plan to go to Rome in May. Can I send my visa application by mail and not have to go for personal appearance?

You need a visa as a green card holder usually (depends on your nationality). You need an appointment for fingerprints unless they have been taken for a different Schengen visa recently and they can find you in the system

Are you going for an extended period of time? As a US green card holder going on vacation you may not need one. Send them an email to verify.

You have to go there in person. Make your appointment ASAP because they are booked out far. When do you travel?
