I have an friend from Haiti that needs to get her fingers printed to get a state ID, but was told she couldn't get her fingers printed without the state ID, so she is going back and forth and not getting anywhere. She does have her passport

Go to the utah county jail they will do the fingerprints there

With the County in Orange, Customer Service has suspended all fingerprinting services. You can call 311 for updates and requirements.
