Typical government agency. Lazy, zero knowledge, incredibly unhelpful, zero care about anything yet Judge, Jury and Executioner. Very similar to the DMV. I would tell you to avoid them, but you can't.

Regarding the proposed property tax increase due to the $10 county deficit, the assessor's office spent $3 million within the last 10 years on a re-assessment of all commercial property in the county. The project was mismanaged, and so the money spent was wasted. Although consultants were hired, the data they generated could not be used; the assessor's office entered a multiplier for the yearly tax increase. Commercial property in the county has not been re-assessed as intended for additional property tax revenue.

Yes. You can do that online or contact Utah County Assessor. You want to declare because they could change it to secondary which increases your taxes.
You receive your valuation notice in July. Look over it and make sure everything is accurate. You only have until September 15th to appeal the value. Also, the valuation notice informs you of any tax increases and meetings you can attend to learn more. You receive your tax bill in October and the taxes are due November 30th each year.

According to avalara.com the increase starts today, but not all utah county cities will jump to 7.1%
Utah County does not. Utah state and therefore Utah county have a different tax rate in each city. They take the value of the house and multiply it by 55% then multiply by the tax rate. The values and tax rates change every year. They do have an abatement program for people who need assistance with paying their taxes.
